Manager Telephony Switch Operations
JOB DESCRIPTION:
This position is responsible for managing the Telephony Switching Operations Organization. Management responsibility will include initial staffing oversight, setup, logistical planning, and support guidelines of company’s overall Telephony Switch Management Organization.
The position requires managing a productive, highly efficient, Telephony Switching operation support staff with working relationships with internal organizations as well as outside vendors and Incumbent Local Exchange Carrier (ILEC) personnel.
The Telephony Switching Operations Organization is responsible for the timely completion of all Telephony switching platform installations, testing, monitoring and support activities. Support levels required to maintain and enhance Telephony Switching infrastructure will be based on 24 x 7 coverage with five nine reliability (99.999%).
Additional duties required are:
• Manage the initial design and evolution of Switch Architecture and Platforms, including VoIP Protocols and standards (e.g., Session Initiation Protocol (SIP), Media Gateway Control Protocol (MGCP) and Integrated Messaging System (IMS).
• Instituting and managing Telephony Switch Platform Operations, scheduling, staffing, and support levels for a 24 x 7 carrier grade environment with 99.999% reliability.
• Creation and maintenance of standardized configuration management processes that address “Moves”, “Adds”, and “Changes” related to the Telephony Switch Platform inventory and associated equipment (e.g., Session Border Controllers (SBC), SS7 switch platforms, Softswitch equipment, Media Gateways).
• Manage, review and provide leadership of the Central Office Acceptance (COA), Central Office-Operational Readiness Testing (CO-ORT) and Service Readiness Testing (SRT) phases with the ILECs, IntereXchange Carriers (IXCs), etc.
• Creation and review of Telephony Switch platform operations Fault and Performance management processes focusing on enabling proactive and reactive monitoring of pre-set parameters and the generation and correlation of switch platform events/alarms.
• Provide tier III support for all Telephony Switch Platform operations problem resolution situations.
• Create, maintain and monitor all change management functions (e.g., scheduling, testing) within company’s change management systems.
• Availability to work and manage rotating shifts as required and to back fill support staff shortages.
QUALIFICATION/EXPERIENCE:
• Minimum 5 years experience in telecom operations management and oversight directly related to Telephony switch platform operations and support.
• Strong understanding of telecom business, operational, and regulatory processes including Voice over IP (VoIP).
• Experience with Access Service Request (ASR), Local Number Portability (LNP), Local Exchange Routing Guide (LERG), Automatic Location Identification (ALI), E911, Signaling System 7 (SS7), SIP, Automatic Numbering Identification (ANI), Local Routing Number (LRN), Number Portability Administration Center (NPAC) and North American Numbering Plan Administration (NANPA).
• Experience creating cohesive technical support staffs and infrastructure capable of handling stressful, time constrained, problem resolution situations.
• Experience creating detailed and complete system support documentation including instructional procedures, provisioning guidelines, test plans, problem documentation, and functional process flows.
• Strong communication skills, both verbal and written. Ability to communicate complex issues effectively through written and oral communication to internal and vendor personnel.
• Qualified candidates should have a Bachelors degree (BA, BS) preferably in Telecommunications/Network Engineering or a related field. Candidates with previous equivalent training and work experience will be considered.
